Little Rock, AR — The Freedom Foundation today applauded the Arkansas State Senate passage of legislation to ban “captive audience meetings,” where new hire teachers and other school staff are forced to sit through high pressure member recruiting meetings. Once implemented, this bill will ban these meetings from occurring on school campuses during work hours. The bill, which overwhelmingly passed the Senate by a 27-2 vote, now moves to the House for further consideration.
This critical legislation seeks to protect Arkansas educators and public employees from the undue pressure of union recruitment during the school day. The bill eliminates the use of taxpayer resources to facilitate such recruitment, ensuring that schools prioritize the education of students over the interests of left-wing unions.

Background:
Currently, unions and associations are permitted to interrupt school hours for recruitment, including during new hire orientations and faculty meetings. These meetings often involve coercive tactics that encourage employees to join unions, associations, or co-ops—creating the appearance of state endorsement and leading to undue pressure on employees.
Under the Biden administration, the National Labor Relations Board (NLRB) affirmed that forcing employees to attend anti-union presentations infringes on their constitutional rights, stating: “forcing employees to attend captive audience meetings under threat of discipline discourages employees from exercising their right to refrain from listening to this speech and is therefore inconsistent with the NLRA.” This same principle should apply when employees are coerced into attending pro-union presentations.
The Freedom Foundation calls on the Arkansas House to swiftly pass this bill and ensure that the rights of teachers and public employees throughout the state are protected. By banning captive audience meetings in schools, Arkansas will ensure that its education system prioritizes teachers, students, and the integrity of the classroom environment over left-wing union interests.
